formation. 
 
* WHERE...Wayne, Northern Cayuga, Oswego, and Ontario Counties. 
 
* WHEN...From midnight tonight to 8 AM EDT Thursday. 
 
* IMPACTS...Frost could kill sensitive outdoor vegetation if left 
unprotected.
